As the last volume in the series sponsored by the SSRC Committee on Comparative Politics, this book reflects-as does the preceding volume-the Committee's decision to devote renewed attention to the original state building experiences of the West, after having studied political development in the newer countries of the Third World. The contributors attempt to discern patterns of historical change in the different sequences of crises that affect all states in their development. Following an introductory and theoretical statement by Raymond Grew, each chapter focuses on a different country or area. Each of these essays applies and evaluates the Committee's concept of crises of development, i.e., crises of identity, legitimacy, participation, penetration, and distribution. The distinguished historians and political scientists who contribute to the volume are: Keith Thomas (on the United Kingdom), Aristide R. Zolberg (on Belgium), Folke Dovring (on Scandinavia), J. Aujourd'hui plus que jamais, la région bruxelloise est au centre de l'actualité. Depuis dix ans, seules des réponses partielles ou provisoires ont été apportées aux problèmes de son avenir. L'État belge est arrivé aujourd'hui à un tournant sans doute décisif de son histoire. De cette crise, on parle beaucoup, au point qu'un inquiétant sentiment de lassitude s'est emparé d'un grand nombre de citoyens. Mais qui en parle en dehors de la classe politique et des groupes de pression ? Pourquoi les intellectuels et les artistes participent-ils si rarement au débat politique en Belgique ? Récemment, des intellectuels des deux côtés de la frontière linguistique ont souligné l’urgence d’une réflexion sérieuse et ouverte à tous les points de vue, sur la coexistence des identités culturelles qui se manifestent en Belgique et sur la question de l’identité belge. C'est pour répondre à cet appel que, dans une perspective universitaire et scientifique, la Faculté de droit des FUSL a organisé, le 24 novembre 1988, un colloque consacré aux rapports entre la crise de l'État belge et le thème controversé de la « belgitude ». Quatre grandes questions volontairement abruptes ont structuré les débats : y a-t-il un État belge (approche juridique) ? Y a-t-il une société civile belge ; (approche sociologique) ? Y a-t-il une Nation belge (approche historique) ? Y a-t-il une culture belge (approche littéraire et artistique) ? Les textes publiés ici traitent ces questions de manière beaucoup plus développée que lors du colloque.
